Good Friday morning, September 18th. Welcome to the weekend. We've got a mix of sun and cloud this afternoon, a high of 20. Right now it's down to 14. The dollar 71.44 cents U.S. I'm Stacey Englehart. A massive 911 outage has been fully restored. Several police services across the country reported intermittent 911 outages early yesterday morning. During the glitch, Montreal police said many calls still went through, but there was a high probability it would accidentally be transferred to a completely different police department elsewhere in the country. Bell confirmed the problem was tied to a system upgrade. Montreal police investigating suspected arson at a commercial building in the city's north end that was apparently targeted three times in less than three weeks. Police were called just after four in the morning about a business fire on Jean Talon. The building was safely evacuated. The fire was brought under control. Police said traces of an accelerant were found. The same location was targeted August 30th and again the following day. Montreal police, meanwhile, have told officers to stop using a controversial hog tie restraint technique after a man died last year. A Quebec corner found the technique may have contributed to the death of a 29-year-old in Montreal. In the report, she concluded the man died of drug intoxication and positional asphyxia, meaning his face was pinned to the ground and he couldn't breathe. Montreal police said they support the coroner's recommendation. No officers have ever been charged with the man's death. And Prime Minister Carney said the term associate member has yet to be defined regarding European Commission's president's proposal. The Prime Minister received a joyful welcome when he walked into the European Parliament in France with a standing ovation after his speech. He embraced the prospect of his country taking on the term, but has not determined what that means. Carney will host EU leaders for a summit in Montreal next month, when the two sides are expected to discuss the proposed new relationship in more detail. Light 1067 Sports NFL last night. Canada's women's team will be playing for gold after Canada beat the Netherlands 85-73 in the Wheelchair Basketball World Championship semi-finals in Ottawa. Canada plays the United States in the final tomorrow 230. Baseball last night, the Jays were off. They start up a weekend series in Texas tonight at 8. CFL tonight, Montreal is in Hamilton at 7.30.
